Hm, that brings to mind a horrible idea: imagine a scenario where a bunch of gang-members who are government-agents on “deep-cover” assignment are tasked with various tasks like, say, eliminating judges who are incorruptible or people who are “in the way” of the administration. They could then say, without lying, that these people were killed by gangs. (the same theory holds for terrorists.)
I can imagine the government getting a lot of mileage out of that: 1) the elimination of people who refuse to “play the game” and 2) the oppertunity to push for more government action.
