Restricting possession and use to those 21 years or older, again like Alcohol. The only relation to Cigarette use is the fact that the smoke can be ingested by others who choose otherwise. In other words, not in Public.
I speak from experience. My older Brother took me to the Cream Farewell Concert when I was around 13 or so. We were in the Nosebleed seats at the Forum in L.A. (I think), and all I remember is the cloud of smoke rising to the ceiling. Never smelled it before then. That and the guy sitting one row down handing a Joint back to us which my Brother politely declined. He mentioned my young age to the generous fellow who apologized. It was a nice friendly No Bogart kind of crowd, if you know what I mean.
Like the song said, “Don't Bogart that joint my friend, pass it over to me”...
Absolutely no smoking it before or while operating vehicles, absolutely a must. Not sure how it is measured, but I'm sure there could be some standards. Don't really know.
As long as it doesn't affect someone else, no problem. I guess restricting it to indoor use on private property would be acceptable.
I'm not really into writing Legislation. Just common sense stuff that a consenting adult does behind closed doors.
I look at it the same way I look at Alcohol. Of course, it affects people differently and I hear the stuff they grow nowadays is nothing like the weak stuff that was around forty years ago. Heck, I had a Uncle tell me that they smoked Pot when he was a kid back in the Thirties.
