Barack Obama is going to get another shot at getting the decision of the Keystone XL Pipeline right. The Canadian company, TransCanada, seeking to build the massive delivery system that would transport 800,000 barrels of oil from the Canadian tar sands to Texas refineries announced it is resubmitting an application for permitting approval.
Obama killed the jobs creating, energy supplying proposal in January to appease his radical environmental constituency that opposes anything connected with the hydrocarbon industry. Criticism of his blatantly political decision came from all corners of the spectrum including the President's usually loyal labor unions who coveted the employment opportunities the pipeline would generate.
Less than three weeks after Obama rejected the pipeline project from our next door neighbor and ally, Canadian Prime Minister Stephen Harper met with Chinese Premier Wen Jiabao on plans "to export oil and other resources to China, an effort that has intensified following the Obama administration's decision to reject [the] Keystone XL pipeline," according to the Wall Street Journal.
The rejection of the Keystone pipeline quickly became a 2012 presidential campaign issue and the poster-child for Obama's opponents who charge he has the "most anti-oil-and-gas record in U.S. history." Mitt Romney has pledged "I will build that pipeline if I have to myself!"

"TransCanada announced it has asked for permits to build the pipeline into Nebraska, and will eventually submit a new route skirting environmentally sensitive lands in Nebraska the sticking point that caused the Obama administration to reject its previous application."
"In a statement, TransCanada President Russ Girling made it clear he was appealing to Mr. Obamas own stated goals of boosting American energy supplies. He also said the thousands of pages of environmental reviews already completed for the earlier application should convince the president to speed this new permit along." Read more

Sad that the reporter did not bother to learn the updates on the project.
The current project permit application is only from Canada to Nebraska.
TransCanada Applies for Keystone XL Presidential Permit

TransCanada Corporation (TSX:TRP) (NYSE:TRP) (TransCanada) announced today it has submitted a Presidential Permit application to the U.S. Department of State (DOS) for the Keystone XL Pipeline from the U.S./Canada border in Montana to Steele City, Nebraska. TransCanada will supplement that application with an alternative route in Nebraska as soon as that route is selected.

The Cushing, Oklahoma to Gulf Coast portion is now a separate project. This does not require State Department (and therefore Presidential) approval as it does not cross any border.

One very frustrating thing when dealing with leftists, concerning their leadership.
If a leftist tries to get through some very tyrannical policy and fails, or shifts position on something that would be of benefit in order to allow it to happen,
they say “see? they didn’t do [the awful thing that you accused them of]”,
and they won’t even consider that THEY WANTED TO DO THAT THING AND WILL IF THEY GET A CHANCE.
You can bet that shortly before the election, maybe as early as September, BHO will make noises that sound like he has approved the pipeline just to take the issue off the table.
Then, regardless of the election out come, the EPA or other agency will find a reason to stall or prevent it.

Nope. This is the perfect storm for Obama.
1. He approves the new pipeline. With it he announces he has done his due diligence and with the approval of the envirowhackos this is the best route. The Republicans were wrong.
2. The MSM gleefully uses the new narrative to promote how courageous the President was in making this decision.
3. The administration announces that the Republican effort would have created only 20,000 jobs. Under Obama’s plan, the job count will be somewhere around 2,000,000 jobs.
4. Again the MSM will use the narrative to show that Obama is creating jobs where the Republicans were killing them.
Obama is now just waiting on the SCOTUS decision about Obamacare. Based on the decision, Obama can position Obamacare and the pipeline in such a way to guarantee re-election.

Are they dropping the Steele City to Cushing segment? Is there enough capacity available to skip that part?
That was never part of last couple year plan. The original Phase 1 and Phase 2 building of the Keystone (already in service) had capacity from Steele City to Cushing.
Phase 3 and 4 were rolled into the previous Keystone XL permit package. Now they are back again as separate projects. Phase 3 shown below is now called the Gulf Coast Pipeline and the new Keystone XL was first shown as phase 4.
