As I said, once its established that the records contain that information, the Full Faith and Credit clause takes over.
So how about a little elucidation about where you're going with that statement.
How, in your opinion, does the FF&C clause come into effect and what, in your opinion, are the implications of the Full Faith and Credit clause coming into effect?

I think the FF&C clause speaks for itself:
“Full faith and credit shall be given in each state to the public acts, records, and judicial proceedings of every other state. And the Congress may by general laws prescribe the manner in which such acts, records, and proceedings shall be proved, and the effect thereof.”
