In other words, ANYTHING spelled out in the Constitution as being a DUTY and OBLIGATION of the federal government CAN be cut, to the BONE. ANYTHING that the govt deems to spend money on that is OUTSIDE the purview of the Constitution MUST NEVER be CUT one RED cent.
