A San Jose family is facing charges of neglecting a dozen mentally disabled adults who were starved, beaten, forbidden to use toilet paper and bathed only once a month, authorities said Thursday.
San Jose police found rotting food, no running water and dozens of dogs when they arrived at a home on Cortona Drive on Monday. Dog feces was everywhere, said Charles Huang, a deputy district attorney for Santa Clara County.
"These incredibly vulnerable people were treated worse than the animals that were rescued," Huang said.
The five defendants allegedly collected the social security checks of the disabled adults, many of whom suffered from schizophrenia, Huang said.
Those arrested are: Kathy Le, 41, George Dac Nguyen, 72, Jennifer Ngo, 63, Charles Nguyen 25, and Margret Ngo, 27. All charged with dependent adult abuse and animal neglect charges, Huang said. They were released on bail and will appear in court on July 16 for arraignment.
No governmental agency was involved in the placements, Huang said.
"The victim's families made informal arrangements to place them in a home, a family home," the prosecutor said.
Many of the victims were immigrants from Vietnam and spoke little English or were not familiar with their rights, Huang said.

We need to completely rethink foster care and disabled adult care in California.
For starters, neither should be run as a for-profit business. It’s a recipe for abuse.
Children in state custody should be placed in orphanages. The same is true for disabled adults whose families can’t or won’t care for them.
Who on earth ever thought it would be a good idea to privatize one of the things the state did well — and should continue to do.

You’re only seeing the tip of the iceberg. I’ve spent about 5 years collectively in Vietnam since 1968. I was there during the US War with Vietnam, the one where many, many GI’s fathered kids with Viet girls.
In the years since, I have never seen an American/Viet person, not a single one. How many were born? Perhaps a million, two, more? I’ve never seen a single one and I’ve done business in Saigon, Hanoi and Hai Phong, the three largest cities and visited many other smaller cities. Never seen a single Viet American person.
Ain’t Communism grand? I guess we’ll learn lots more about it if the Messiah gets re-elected.
