U.S. Army Military Police School Civil Disturbance Operations Course

The following self-learning course from the U.S. Army Military Police School at Fort McClellan describes procedures for military police involvement in civil disturbance operations. The course makes it clear that temporary detention facilities in the event of a civil disturbance overloading local resources would be operated under existing military doctrine for internment facilities. The course cites U.S. Army FM 3-19.40 Internment/Resettlement Operations, which is now numbered FM 3-39.40 since its most recent revision in 2010, as the primary reference for the operation of these facilities.

This lesson is designed to describe the nature and causes of disaffection and social unrest; define the potential for social unrest in the United States; identify the types of confrontations; define crowd behavioral and psychological influences; identify patterns of disorder.

2. Application of Force.

a. General.

(1) Civil disturbance operations by federal forces will not be authorized until the President is advised by the highest officials of the state that the situation cannot be controlled with nonfederal resources available. The mission of the control force is to help restore law and order and to help maintain it until such time as state and local forces can control the situation without federal help. In performing this mission, the control force may have to actively participate, not only in subduing the disturbance, but also in helping to detain those responsible for it. Control force commanders are authorized and directed to provide such active participation, subject to restraints on the use of force.

Why would our troops train like this if not?

Well, let's see.
1. They get deployed to areas of civil unrest, i.e. Panama, Iraq, Afghanistan.....
2. MP’s have been doing this training since God was a Private. Hell, we did it when I was a Private at Ft. McClellan in the early 80’s.

And FYI, Ft. McClellan has not been the MP School since the mid 90’s.

Funny, when Clinton was Prez some conservatives used this kind of selective information to say he was going to declare Martial Law. Then when Bush was Prez the Libs said he was going to do the same. Oh, and the Interment/Resettlement Training site at Ft McCoy and Cumberland, PA, and so on, were actually camps to throw dissidents into. Now here we are back to conservatives saying this about Obummer.

Kind of ridiculous. Soldiers will not allow that, PERIOD.

True, but they don't in that picture.
I wouldn't even consider such a tactic if they had those weapons. Better then to go with fire as circlecity suggested.

Good luck with that around here.

I got to spend my basic and AIT at Ft. McClellan when the MP school was still there.

Yes, the training included riot, civil disturbance, disaster response, MOUT, etc.

We also were just about beat over the head to make sure we unequivocally understood the "Posse-Comitatus" act, (briefly) that the military can not be used to enforce civilian law.

The MP's you see in the Army today are our sons and daughters. Just like your own group of friends and associates, they are just as varied. But regardless of what you may have been led to believe, they are endeavoring to do you *proud*. Every MP I personally know, now or since, would be devastated to know they let you down when you needed them most. The military's got it bad enough having the distinctly embarrassing stain of serving under 0bama. They dang sure don't deserve *unearned* flak from us.

So until they earn different, I say we give them the benefit of the doubt and have a bit of faith.

Every member of congress who voted for this legislation, who passed it into law against the will of the people, and who voted uphold it as constitutional should be tried for treason and executed!

Well isn't it a good thing that, according to the reports, this isn't designed to take place in America.

I'd be willing to bet that an NCO would be firing his last shot if he opened fire on this soil.

Niven's Law is inoperable when you're hamstrung by ROE's. Rule 6.1: USE OF DEADLY FORCE NOT AUTHORIZED – Deadly force is not authorized to disperse a crowd, stop looting, enforce a curfew, or protect non-designated property.

Duh, could the US Army set up their detention camps on the US/Mexico Border, and thus imprison the daily flood of Illegal Aliens from Mexico?

That would help out Sheriff Joe Arpaio as he cleans out the drug gangs in Maricopa County.

If comes down to this stuff - martial law being declared by an usurper and citizens being hunted down - well, I WOULD be armed too. The cocktails would be effective against the phalanx. A 30.06 from a rooftop would be quite effective against their back up. Six 30.06's on six rooftops creating a enfilade crossfire would make short work of the entire group. They'd never even see what hit them. Armed citizens have several advantages in this scenario: numbers, superior knowlege of the environment and surprise. That wont take more than a month as linclin demonstrated, or hours to days given modern commucations tecnoligy.

Like it or not we are going to have to start looking at the Federal army the same way Thomas Jefferson did, as a standing threat to liberty.

Nether Officers nor enlisted personnel in the army can be expected to a man to uphold their oath. A federal despot mearly needs to dismiss the ones that do until he comes upon one that sees things his way. This is what Lincoln did to the many generals that refused to invade the south without a deceleration of war, and this is what Obama would do. Only unlike Lincoln it would take Obama hours to days not days to months.

The “honor” of the Federal military is NOT what its cracked up to be in practice. Institutionally they are incapable of resisting this evil. WE MUST TAKE STEPS TO MITIGATE THIS THREAT!

Such steps could perhaps include the imedeate defending of Federal forces with transfer proticla to state counterparts. This will not resolve the problem as some states will doubtlessly find ally in Washington as well as some “officers”, but it will make it a lot more difficult for Washington to uses the federal army to enslave us.
