Russia May Legalize Possession of Handguns

(GunAuction.com) -- A bill that would allow Russians to possess handguns and use them for self-defense without fear of being exposed to criminal liability bill will likely be proposed in the State Duma early next year, Izvestia reports.

A report prepared by the Russian Federation Council suggests amending the Federal Law On Weapons that allows the possession of shotguns, non-lethal weapons, gas guns, stun guns, pneumatic weapons, and cold steel arms (knives), but says nothing about handguns.

Proponents insist that violent crime statistics tend to decline as the number of legal firearms owners increases.

Currently, Russian law allows for the victims of violent crime to be criminally liable for what is known as excessive self-defense. To avoid this situation, the report suggests that the self-defense doctrine, “my house is my fortress,” should be formalized in legislation.

Alexei Rogozin of the Practical Shooting Federation believes that handgun permits should initially be issued to certain categories of people, such as masters of shooting sports, hunters, war veterans, and police officers.

Absolutely. I would urge my Russian FRiends to consider from the article:

should initially be issued to certain categories of people

That is the lingering hallmark of any, let alone a communist, dictatorship. Who decides which "categories" are okay. Rather I would ask that they consider being bold. Open with exceptions. Felons, Clinically Insane, Communist party members (oh sorry, that's redundant).

Even Russia is more free than Illinois, where it is still a felony to think about guns.

To be honest under current Russian legislation citizens can have a variety of stuff no one in US can dream about.
Generaly, their citizen legal gun must be longer than 2 and a half feet and can’t be fully auto.
You an have all the pistol grips, folding stocks and detachable mags you want.
De-facto, in Russian South with their muslim problem fully-auto prohibition is often overlooked.
You an own and carry handguns as well but you have to get lisenced as a security guard.

Even that is too broad.

Writing bad checks is a felony? Should that preculde one from bejng able to defend their family?

Likewise one may be clinically depressed. Same question as above.

All gun laws are Unconstitutional.
