Policies proposed to boost boys [and men] of color
San Francisco Chronicle ^ | August 8, 2012 | Marisa Lagos

State leaders should revise school testing and funding, extend health care coverage for those aging out of foster care, and make it harder for schools to suspend and expel - all to improve the odds of success for boys and young men of color in California.

Those are among dozens of recommendations from a state legislative committee that spent the past year and a half looking into why the state's minority youth are less healthy, have lower test scores and are more likely to be incarcerated than other young people.

.....Assembly Select Committee on the Status of Boys and Men of Color, led by Assemblyman Sandré Swanson, D-Alameda, will introduce more than 50 pages of policy and legislative recommendations...

......[Swanson] plans to ask Assembly Speaker John Pérez to appoint a new chair so the committee can continue its work next year, and see whether lawmakers should create a state commission on the status of boys and men of color.

Here is a sampling of recommendations from the state Assembly's Select Committee on the Status of Boys and Men of Color:

Student progress: Revise the state's school accountability system to focus on individual student progress, not school-wide proficiency.

Help for students: Create an early warning system, including tutoring, for students at risk of failing the high school exit exam.

School financing: Change the school finance formula so funding is based on regional costs and student needs.

Teacher hiring: Support local efforts to hire experienced, effective teachers at high-poverty schools.

Health care: Require that the state's health care exchange and Medi-Cal program target and enroll eligible boys and young men of color.

Foster youths: Adopt legislation that extends health care coverage for foster youths up to age 26.

Job help: Remove policy barriers so formerly incarcerated youths can get jobs more easily......

All this is intended and structured to keep growing the tax funded public employee workforce, label future voters as victims and dependents of government, and accelerate the redistributing of wealth and expansion of socialism.

Coming soon to a failing and of course, Democratic Party controlled inner city near you (funding to come out of your pocket).

It would be interesting to see what a school voucher program might do to improve the statistics. Oh yeah, school vouchers for everyone. (Hmm, is this comment racist?)

On the positive side, this will simply hasten the end. Once this whole thing collapses maybe we can create something better from the ashes. I do not see any other way. We are so far down the rabbit hole I’m hearing the mole men speaking Chinese.

No fathers in the home. Next difficult question?

After decades of making black folks dependent on Government thus breaking up families and causing poverty now the Government says you are failing so they want you to become dependent on more Government programs to help you.
You could not make this up if you tried!!!!

A better program would be to release them from school at 13 or 14 or 15, and find them apprenticeships. Let these young men learn a trade (or a few) and find the self-discipline, self-worth, and self-respect that is every man’s birthright and which only comes from the noble activity for which he was created - namely, work.

Because they commit more crime?

This is the root of the problem...schools currently can't get rid of the hoodlums and gangstas, who have no interest in education and are on the inevitable path to prison.

And they don’t want the school’s funding cut due to butts not sitting in chairs.

. . . why the state's minority youth are less healthy, have lower test scores and are more likely to be incarcerated than other young people.

The main reason, of course, is that two-parent married families are practically unknown among many of "the state's minority youth," and growing up with your own mother and father is the surest guarantee of good health, acceptable school performance, and good citizenship.

Aren’t kids ‘of color’ (a term I absolutely hate) already the majority in California? Too bad they can’t take care of themselves.

Boys and men of color will be better off when there are no government programs for them, because then they can succeed or fail on their own merits instead of failing on Uncle Sam’s dime.

Liberals are very persistent in their theory that men of color need help to accomplish anything. They even create programs to make it come true.
