Mitt's comments about the 47% were, as you know very well, about TAX RATES ~ some people do not pay federal personal income tax because they don't earn enough to be taxed so their rate is 0%.

There is no other issue. Those people who don't pay federal personal income taxes didn't chose to receive incomes low enough that they didn't have to pay!
