The attack in Benghazi, Libya, that killed Ambassador J. Christopher Stevens and three other Americans has dealt the Central Intelligence Agency a major setback in its intelligence-gathering efforts at a time of increasing instability in the North African nation.

Among the more than two dozen American personnel evacuated from the city after the assault on the American mission and a nearby annex were about a dozen C.I.A. operatives and contractors, who played a crucial role in conducting surveillance and collecting information on an array of militant armed groups in and around the city.

“It’s a catastrophic intelligence loss,” said one American official who has served in Libya and who spoke on the condition of anonymity because the F.B.I. is still investigating the attack. “We got our eyes poked out.”

American operatives at the mission also assisted State Department contractors and Libyan officials in tracking shoulder-fired missiles taken from the former arsenals of Colonel Qaddafi’s forces; they aided in efforts to secure Libya’s chemical weapons stockpiles; and they helped train Libya’s new intelligence service, officials said.

I would say the WHOLE Libya endeavor has been a blow to the United States and other non-brotherhood countries. I think they’ve loosed a dangerous mess on us.

Still, the material could be an attractive target to individuals or rogue nations with the wherewithal to build a nuclear explosive, AP reported.

The U.S. State Department has dispatched specialists to Libya to meet with opposition officials and other North African governments on continuing to adhere to international nonproliferation pacts and increasing the security at border crossings to stem the feared flow of arms out of Libya.

The Obama administration is taking steps to make certain that “the governing forces in Libya have full command and control of any WMD or any security assets that the state might have had,” State Department spokeswoman Victoria Nuland said on Tuesday.

A number of U.S. officials are worried NATO might not have adequate personnel in Libya to ensure the sensitive substances are not left vulnerable if regime troops abandon their stations. The western alliance made the decision early on in the conflict not to deploy troops on the ground.”

Weapons smuggling across the border into neighbouring Egypt “happens all day and night,” controlled by powerful clans in the area, said Adel al-Motidi, commander of the patrol units on the two countries’ border.

“We can do nothing to stop it,” he said. Among the contraband were machine guns and rocket launchers.

Israeli officials have said some of those weapons have reached the Hamas-ruled Gaza Strip, which shares a border with Egypt.

Two caches with 43 anti-aircraft missiles and other weaponry have been unveiled in Algeria. Local security forces say the arsenal was smuggled in from Libya and buried near the border.

­The two caches were found near the town of In Amenas, in southern Algeria on the Libyan border. That is according to Algerian daily El Watan, which cited on Monday an unnamed security official. One cache contained Russian 9K338 Igla-S (NATO reporting name SA-24 Grinch) and 9K32 Strela-2 (SA-7 Grail) shoulder-fired surface-to-air missile systems – all taken from the arsenals of Libya’s former leader, the late Muammar Gaddafi.

It is estimated that Gaddafi’s arsenals numbered some 20,000 of such missiles – the largest among non-producing countries. The main fear here is that all this deadly cargo can now be easily smuggled out of Libya by various terrorist groups, including local branches of Al-Qaeda, and then used to attack civil aviation targets anywhere in the world.

Thousands of missiles are already believed to have gone missing when Libyan rebels toppled Muammar Gaddafi and helped themselves to government stockpiles.

The United States has sent 14 weapons experts to the country and already spent $6 million to help secure thousands of surface-to-air missiles that have gone missing since the beginning of the fighting. According to officials, the State Department is working with Congress to increase funding to $40 million.

The discovery of the shells has prompted a probe, led by U.S. intelligence, into how the Libyans obtained them; several sources said early suspicion had fallen on Iran. “We are pretty sure we know” the shells were custom-designed and produced in Iran for Libya, said a senior U.S. official, one of several who spoke on the condition of anonymity because of the sensitivity of the accusation.

A U.S. official with access to classified information confirmed that there were “serious concerns” that Iran had provided the shells, albeit some years ago. In recent weeks, U.N. inspectors have released new information indicating that Iran has the capability to develop a nuclear bomb, a charge Iranian officials have long rejected. Confirmed evidence of Iran’s provision of the specialized shells may exacerbate international tensions over the country’s alleged pursuit of weapons of mass destruction.

Background

Al-Qaeda had sponsored a series of terrorist attacks on United States facilities over the previous two decades, including the 1998 United States embassy bombings in Nairobi and Dar es Salaam, and the September 11th attacks of 2001.[11] In May 2012 an Al-Qaida affiliate calling itself the Imprisoned Omar Abdul Rahman Brigades claimed responsibility for an attack on the International Red Cross office in Benghazi. The group later released a video of what it said was its detonation of an explosive device outside the U.S. Consulate on June 5. The Brigades claimed that the June 5 attack was in response to the killing of Abu Yahya al Libi, a Libyan al-Qaeda leader who had just died in an American drone attack, and was also timed to coincide with the imminent arrival of a U.S. diplomat.[5][12] There were no injuries, but the group left behind leaflets promising more attacks against the U.S.[13]

After the fatal September 11 attack, CNN reported that a Benghazi security official and a battalion commander had met with U.S. diplomats three days before the attack and had warned the Americans about deteriorating security in the area. The official told CNN that the diplomats had been advised that “[t]he situation is frightening, it scares us.”[14]

On the day of the attack, Al Qaida leader Ayman al-Zawahiri declared that al Libi’s death still needed to be avenged.[15]

On September 14 CNN reporter Arwa Damon found Ambassador Stevens’ diary at the unsecured site of the attack. In it, Stevens expressed his concern about the growing al-Qaeda presence in the area and his worry about being on an al-Qaeda hit list. The U.S. State Department would later accuse CNN of violating privacy and breaking its promise to Stevens’ family that it would not report on the diary.[16]

The damage to US intel will last multiple generations.

It will be some time before we get Petraeus’ side of the story. I expect that Barry and Hillary tied his hands with some ludicrous rules of engagement.

I guess he will be called to testify before the House, but not until after the election and likely not even in public for what really happened.

Obama had 3 days warning.
He sent them there without marines nor armed guards.
He was told of the attack and ignored thenews and went to bed and not the situation room.

Gross negligence and incompetence.
Hillary should be fired.
Obozo should resign.
