Not enough evidence or dots connected at this point. It seems like a cover was being built to explain the outbreak of violence at the Cairo embassy and the consulate in Benghazi. The problem with that regarding Benghazi is the fact that numerous witnesses have confirmed that there were no crowds or rioters upset about the film. The attack there was clearly a planned military style assault. But it is clear that 0 & H did their best to use the film as an excuse for it all.

After the breach, as public criticism of the statement grew, the Cairo Embassy Twitter account continued to send out tweets defending it, some of which were later deleted. One deleted tweet, originally posted at 12:30 a.m. Cairo time, said, "This morning's condemnation (issued before protests began) still stands. As does condemnation of unjustified breach of the Embassy." (That would have been 12:30 AM Cairo time on Sep. 12.)

So, depending on which account of when Hillary tweeted the apology, 12:30 AM or 1:54 AM, it occurred right about the time the ambassador reached the hospital and during the height of the fight at the annex. Shortly afterward the tweet was deleted.
