Be the first to call 911... don’t hesitate.

That's bad information BTW.

How would you even know the other party even considered calling? In fact, it's best to avoid government contact if at all possible. If possible, stay away from the machine and look for other solutions if possible.

Nonetheless, there are times when you should be first. In a job I had a few years ago, I pepper sprayed a gentleman in the face (perhaps I should say OUR face as he was so close). I was able to get in my car & drive away. At the same time, an officer from a different district called me to discuss a different report I wanted to make. I first told him of my current incident, then finished providing the information he’d called me about. When all done, I called my boss. He told me to call the police. I eventually lost that job, in part, due to my failure to immediately call 911.
