BTW - Mueller and the Justice department’s position is that they can kill US citizens outside the territory of the USA - if the executive branch decides to do it. Inside the USA, that is where Mueller is saying - ‘let me check’ on whether they decided they can kill US citizens based solely on the decision of the executive branch.
Things would have been a lot different at Waco and Ruby Ridge if the feds had to worry about gunfire coming from the OUTSIDE of their perimeter as well as inside.

After I read this, I had this vision of hundreds of armed citizens slowly emerging from the forest around the Feds stationed around the Weavers, just staring at them silently... Think how that might have changed how things transpired.
This will happen sometime in the next few years, and the Feds won’t know what to do or how to handle it.
