Homeland Security’s not reselling ammo to anyone. Who would they ‘resell’ to anyhow? A foreign country? The Sauds? Social Security’s also making large buys.
Too bad we don’t have a free press or they could ask and investigate and find out. If a Republican President5 was setting up a personal army the press would care... Hey New York Times, I’m talkin’ about you.
I didn’t say the DHS was buying it at a discount, to resell it. I said somebody was buying it at a discount and selling it at a generous markup.

These orders started as Government Purchasing RFQ's that were negotiated finally becoming long range PO's.
This ammo is being sold to the government not just some guy. The RFQ's were specific by agency and then broken down into the various rounds required. Also noted that very little of it was target ammo.
Here is an example from the Social Security Administration:

DHS Purchase of 450 Million Rounds
In March of 2012 the Department of Homeland Security had an order filled by ATK of Minnesota to provide 450 million rounds of .40 caliber bullets.
If one was really interested the information is all over the Internet.
The Border Patrol is just one agency among many in DHS and it uses nearly 20 million rounds a year just on basic qualifications.
Over a ten year period that would be almost have of the 450 million DHS order.
To me this is somewhat of a non issue. The more important development is the creation of the Office Diversity and Civil Rights under CBP.

This is a little bit more important than some stupid Office of Diversity created by a hate whitey homo muslim.
What is a legitimate militia, how does it form. and to whom does it report.
If ammo makers don’t get into the fight they will be out of business when all the guns are taken.
I think they are taking the existing ammo off the shelves ahead of an order for microstamped / registered ammo sales.
Because Lake City does not make hollow-point, non-Geneva-Convention ammo; just copper-jacketed steel rifle ball ammo and copper-clad round-nose pistol ammo? Only civilian ammo mfrs make hollow-point fragmenting ammo to kill civilians with? Hmmmm?

But at least got to act like the smartest people in the room. :)
Anyone know what a DHS basic load is? How much does each person carry on them?
