New York Democratic Rep. Jose Serrano reintroduced a bill in Congress on Friday to repeal the 22nd Amendment, which places term limits on the U.S. presidency.
The bill, which has been referred to committee, would allow Barack President Obama to become the first president since Franklin Roosevelt to seek a third term in office.
H.J. Res. 15 proposes an amendment to the Constitution of the United States to repeal the twenty-second article of amendment, thereby removing the limitation on the number of terms an individual may serve as President.

The list, Ping
Let me know if you would like to be on or off the ping list
He has fans, I guess.
But not even the ‘Rats like him that much.
The 22nd Amendment would still apply to Obama as he came into office under it. Any repeal would apply to his successor.
Boehner should bring it up for a vote.
Why in the HELL isn’t he being tarred and feathered for bringing this drivel to the floor?? This country has serious problems and no one in Washington is doing anything! Vote them ALL OUT! I am so tired trying to explain to my twenty year old son why the country I grew up in no longer exists!
We already had one “El Presidente for Life” in America, it would be easy to see that becoming common in a few more years.
Correct me if I’m wrong but Amendments cannot be repealed by a bill, there has to be another Constitutional amendment to do it.
It is time. Way past time.
He introduced the same bill when GWB was in office.
You are correct. But I wouldn’t be surprised if enough states would ratify another amendment. I know people who were talking about what needed to be done to re-elect obama before he’d even been sworn in the first time.
When has the Constitution ever stopped these rats?
Okay, so Biden gets elected president. Then after his first term decides not to run again. Can Obama come back? It’s more than two in a row he can’t do, right? Just asking.
If Obama wants a third term, he'll get the Roberts court to OK it--perhaps by a ruling that the 22nd Amendment doesn't apply to blacks.
LOL. I’m certain this is going somewhere in the House.
Hmmm...What universe do you reside in? Name a single instance in the past 4.5 years in which his majesty has ever deferred to the former laws of the U.S.
It has to be an Amendment to the Constitution.
If as Vice-President he completes less than half of a President's term, he's entitled to two full terms of his own. They don't have to be consecutive. Prior to the 22nd Amendment, only Grover Cleveland had two non-consecutive terms.
I’m pretty sure for every President in modern times there has been some knucklehead introducing a bill to repeal the 22nd amendment.
Nothing will come of this. Even Rats are getting sick of Zero.
Thanks - so could Obama be vice-president and then have whoever is president quit making Obama president then run again after his term?
Obama doesn’t care if the bill passes or not. When he figures the time is right he’ll just issue an Imperial Executive Order. The Brain-Deads in Congress will no doubt let him get away with it.
Serrano is an idiot from The bronx who’s done this before. I think he believes that if he can get congress to vote yes it becomes an amendment.. of course it wouldn’t surprise me if he did believe that since the NYC Council overturned two (2) voter refernda limiting elected officials to two (2) terms. Hence we have the Loathsome Nanny State Mayor for twelve years rather than eight.
Thanks. In a sane world I’d say I disagreed with you, but this hasn’t been a sane world for quite a while now.
So I’ll just say I hope you’re wrong ;)
In that case, maybe he could.
They could try, but all it takes is for one natural born citizen to declare that he's running. Congress cannot stop someone from running, and Obama cannot cancel elections.
Besides, elections are not federal operations, they are state operations. Each state chooses its electors as it sees fit. In fact, a state legislature could, if it wanted to, declare that they are returning the selection of presidential electors back to the legislatures, and not hold a popular vote for President.
And there is nothing that Obama could do about it.
Article II Section 1:
We've read about apportioned electoral votes, national popular vote assignment, etc., but a state could do away entirely with presidential votes and let the statehouse decide.
Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.
They'd still have to hold House and Senate elections, but they could bypass the Presidential vote for electors if Obama tried to stop elections he has no jurisdiction over in the first place.
Well, Serrano never does. He's introduced this every term since he was elected in the 90's, I believe.
0bama has repeatedly thumbed his nose at The Constitution. His mere presence in the oval office is proof of that. What makes anyone think he will vacate the office just because his term expires? DHS is not buying tanks and stockpiling ammo for nothing.
One might think that. The 22nd amendment didn't apply to Harry Truman, who was President when it went into effect.
But the sitting president -- whoever was president when the amendment was passed by Congress or ratified by the states -- was explicitly excluded by that amendment.
Serrano's amendment doesn't explicitly exclude the sitting president, so it's possible Obama would be allowed to run again if the amendment is ratified by the election.
It would make an interesting case in court. I don't see any of that happening, though.
And it starts......
Ah yes, this coming from Hugo Chavez’s best bud.
No. Once you’ve been twice elected president you can’t even be Vice President under the terms of the 22nd Amendment.
Okay - Hey, thanks to all for clearing this up. Janey
Politics is like a septic tank - the really big chunks rise to the top .................................................................................... FRegards
Scary is that we have a number of PhonyCon GOP who would probably vote for it.
GOP has cut and run on Illegal Alien Amnesty, will cut and run on homosexual marriage, so no surprise if they try to help Obama become dictator
Let me guess, I won’t even look at the article. The congressman is a democrat.
That didn’t stop Jerry Brown.
The Governor shall be elected every fourth year at the same time and places as members of the Assembly and hold office from the Monday after January 1 following the election until a successor qualifies. The Governor shall be an elector who has been a citizen of the United States and a resident of this State for 5 years immediately preceding the Governor’s election. The Governor may not hold other public office. No Governor may serve more than 2 terms.
— Article V, Section 2, Constitution of California.
Wait. Somebody thinks this could be passed and sent to the states where 39 of them would ratify it?
Within the next 3 years?
That is some mighty powerful LSD somebody got their hands on.
Yeah, in January 2009, after the African communist Ubama had already been elected.
What's your point?
To be more specific, Jose Serrano introduced bills to repeal the 22nd Amendment in 1997, 1999, 2001, 2003, 2005, 2007, 2009, 2011 and now 2013.
Serrano is clearly eccentric and obsessed. What's his game?
He seems to have an issue with the 22nd Amendment.
In all it’s history all the 22nd has ever done was deprive us of a third term of Reagan.
And, arguably, a third term of Clinton. And a fourth.
Reagan was a little long in the tooth by 1988.
Hopefully things would sort out as you suggest. Realistically, when has Obama ever let the Constitution limit his actions? When has Congress really stood up to him? We now have a President who wants to be a dictator. His powerful like-minded backers are determined to make it so "by any means necessary," to quote from their Marxist-Leninist creed.
