No. That only applies to the homosexual issue. As in Countries have to agree to DC’s version of morality before the state dept will provide assistance/funding as they have done several times now.
Come to think of it, giving guns to terrorists IS the DC version of morality.
And the GOP refuses to defund/stop them.
