Watchdog: IRS agents would not say who ordered targeting program

The watchdog who exposed the IRS' targeting of conservative groups testified Monday that nobody in the Ohio office being blamed for the scandal would tell his investigators who directed the program, as the new IRS chief vowed to "get to the bottom" of that growing question.

Nearly a month after the scandal broke, the issue of who directed agents in Cincinnati to single out Tea Party and other groups is perhaps the most glaring unanswered question. Inspector General J. Russell George, at a House appropriations subcommittee hearing, revealed Monday that his audit of the agency tried -- unsuccessfully -- to get to the root of the targeting.

"We did pose that question and no one would acknowledge who, if anyone, provided that direction," he said.

Danny Werfel, testifying for the first time in his new role as acting IRS commissioner, acknowledged: "We have to get to the bottom of it." However, he also said he has not yet asked who ordered the program.

The Inspector General of the IRS was the one asking these questions. First, I don’t believe he has the authority to compel testimony, ie, answer or be fired. Second, a low level agent would be stupid to answer the IG in the first place. You’re asking him to rat out his boss or bosses boss. He’s got to have more cover than the IG can provide.

The whole chain of command above the low level agents are, by definition, guilty.

The Org. Chart will identify them.

I think the union rep was in the office when the employees were questioned. Two years of investigation by the IG and nothing was accomplished or determined. IG Investigator needs to be fired!

Every one is in contempt. Toss the lot in jail on unpaid leave and fire every one of them when they get out. Obviously they have no respect for the law and should not be in government service. Ever.

The earlier stories noted that ONE EMPLOYEE had 40 of the cases from which 7 were taken as examples and sent off to Washington (could be as electronic images or physically ~ the IG didn't say).

The answer to the question of WHO ordered things done in Cincy is very simple ~ it was the person who ASSIGNED THOSE 40 CASES to that one employee!

Their correspondence control system should be able to identify that person quite readily. My guess is the person who does case assignment is not a boss ~ nor maybe even a human being ~ this could be done by an algorithm in the programming in the correspondence control system.

The people who were interviewed likely don't even understand what's going on, but if the staffers are able to tell the system what sort of cases they want ~ either by having a high rate of productivity working cases of a specific characteristic (to be determined by the correspondence control system itself) or some other means, it could well be a total mystery to the users.

The IG hasn't done his job until he's interviewed the key or lead programmers who put this one together.

We also can't overlook the fact the selected organizations suffered tremendous delays in getting their cases processed. It's possible the assignment algorithm can be set to transfer selected categories of cases to the least productive employees ~ ....... ~ for the purpose of 'training'.

Lois Lerner was at FEC when they set up their correspondence and data control system. She, all by herself, could have transferable knowledge of capabilities in the FEC system which was applicable to the IRS system and could have pulled the whole thing off by herself!

NOTE: If we'd put together a system like this at USPS (to handle Congressional Liaison, PMG correspondence, Consumer Affairs and Mail Classification activities) they'd formed a peoples revolutionary committee to track us down and bust our kneecaps ~ then they'd get real mean. IRS types are not independent thinkers so they are probably in the grip of an oppressive but very insane correspondence control system which has been misused by the evil arch bigot Lois Lerner ~

You go to the lowest level agents and give them immunity from prosecution in exchange for their ratting out of their bosses. If they take the 5th after given immunity, throw them in jail forever.

You go to the lowest level and you document that the highest level (White Hut) knows this is going on. This stuff is happening NOW. The kenyan can’t claim he doesn’t know about it since it was in the news today. Drag him into this mess ASAP.

Boehner should be sending a rocket directly addressed to Barry Obama, 1600 Pennslvania ave., for every little tidbit like this that comes out. He is POTUS. It’s his job to run the Obama Admin. Or supposed to be anyway.

Now that we know it definitely was NOT a "couple of rogue agents" who broke the law, does anyone recall anyone from the White Hut who tried to push the "rogue" story?

If so, we can say the WH lied. If it was Carney, he needs to prove that he wasn't instructed by Zero to say such things, as he speaks for the Prez.

Also, wasn't it pointed out in the earlier hearing or shortly thereafter that one of the top managers in the office set in on all the IG interviews?
