Petraeus, Oct 2012 - "No one at any level in the CIA told anybody not to help those in need; claims to the contrary are simply inaccurate. ”

That statement leaves only a few people: Obama (POTUS), Clinton (SOS), Panetta (SECDEF), or Donilon (NSA). Who else could override the CIA director?
