The CT state police are under political orders to willfully allow citizens to break laws, is that it?
People generally WANT to follow the rules. By not allowing the people to know what the rules are, the state seeks to entrap the people.
Is this any way to govern a citizenry?
From the lowest levels of government to the highest levels, those in power skirt or ignore the law. What recourse to this do we have, but to become cynical scofflaws ourselves.

Kind of the same way 0bamacare was passed, and is being implemented.
To this day does anyone really know what's in the law?
