And the real question is what kind of resolution will Congress support. There are hawks like McCain who want a much stronger response that includes regime change. Will just a pinprick, symbolic strike be supported? How much latitude will Obama be afforded? Will Obama go ahead if Congress votes it down?
This is all about how this affects Obama personally. He knows that most voters don't want a military strike against Syria. Obama wants to be loved. He needs Congress to share the responsibility. I have no doubt that Obama's travel to the G-20 meeting in Russia next week had a bearing on his decision. He can appear at the meeting as a great democrat seeking the approval of Congress for this decision.
Obama painted himself in a corner. He wants to be bailed out. Congress will help him do that no matter how they vote.
Interesting thought; will Obama use the NSA intercepts and opposition intelligence to blackmail votes? Will he use bribes and access to his off budget slush funds to buy votes? This opens up all sorts of ideas to assure that he gets the vote he wants.

This sudden affinity for Congressional approval and bipartisanship is so transparent. This admin knows the likelihood of House approval is slim. They’re just looking for a mid-term issue for the 2014 elections.
