Well, the way you defeat them “discouraging” explicitly legal behavior is by not getting discouraged, but continuing to do it anyway.

According to this cop, long gun carry in Texas is perfectly legal, but officially discouraged.Yeah, scares the damned sissy progressives and lights up our dispatchers' switchboards.
