In the video it said it took an hour for the police to arrive on scene.Of course it did. Have you ever traveled in southern WV? Roads as wide as a wagon path, no rails,steep as the Matterhorn, and crooked as a snake. Switchbacks you wouldn't drive around faster than 15MPH. Oh, and the law has a lot of territory to cover. That's why we love WV.
