How about changing the word WELFARE back to PUBLIC ASSISTANCE and prohibiting the federal government and the states from administering the program and requiring the municipalities to administer it and to public the names of the individuals receiving such “assistance” and the amounts they receive in each payment and their lifetime totals. That is how PUBLIC ASSISTANCE worked in the 1950s. But then back in the 1950s people went on PUBLIC ASSISTANCE for short periods of time, were grateful for the assistance, and found jobs in short order.
