Victor Davis hansen is right: we have a bifurcated system in which law breakers garner NO attention from the authorities. Meanwhile civilized people upholding civics are poured over with a fine-toothed comb and harassed relentlessly.
He was commenting on Fresno Calif but I believe it applies to manynplaces.
