The farmers should start now loading two of each kind of their animals on as many boats as they can find.

He will probably claim the drought is due to CLIMATE CHANGE and requires the creation of new government agencies to combat CLIMATE CHANGE and the stepping up of more CLIMATE CHANGE education in schools. Along with new taxes to combat CLIMATE CHANGE.

Or, he'll announce that the feds will generously buy the parched land from the farmers for pennies on the dollar.

Then again, maybe he's just coming to Fresno to join Free Republic in person. :-)
