India is a nation composed of many nations. Southern India has a rich language heritage that they don't want to lose, and be dominated by the Hindi belt. This will rile up the southern states and their regional sentiments. BJP already has a problem being seen as the party of the north.
He was essentially elected on an economic and development platform, not for social engineering. English is the language for development.
