I doubt Russians think the shooting down of a civilian airliner was intentional.
Very few in the west believe that. What would be the motivation? How would it benefit them?
No way.
Ukraine accidentally shot down a passenger plane in 2001, with little international outrage.
So I imagine the West reaction now seems totally unjust to them.
The warzone over Donetsk/Luhansk is a really tiny portion of Ukraine. It would have been so easy and common sense to direct traffic around the warzone. Instead, Ukraine raised the no-go ceiling to 31,000 feet.
Certainly looks avoidable to me. But don’t push too hard in that direction, the Cold Warriors here are fired up to blame Putin for a flat tire, much less this downing.
