Maybe Walsh had a relative in the Montana National Guard who looked out for him. Say, like a brother who was Chief Of Staff of the Montana National Guard.
That would explain why his OER’s showed remarkable improvement once he was assigned to the STARC. Names are blacked out on most OER’s but not on other documents.
