-- NATO Secretary-General Anders Fogh Rasmussen has said ahead of a NATO summit in Wales that "Russia is attacking Ukraine" and continuing to destabilize the situation in eastern Ukraine despite a cease-fire plan proposed by Russian President Vladimir Putin.
-- The European Commission, the EU's executive, has drafted proposals for a new round of sanctions against Russia over its role in the Ukraine crisis. Proposals outlined in a document obtained by RFE/RL include adding Russian state-owned defense and oil companies to the state-owned banks already barred from EU capital markets, and increasing curbs on the export to Russia of sensitive technology and goods with dual civilian-military uses.
-- French President Francois Hollande has said the government will not deliver the first of two Mistral-class warships to Russia because of Moscow's aggressive actions in eastern Ukraine. Hollande's office said in a statement that the "conditions" were not in place to deliver the warship, a controversial deal that has led to criticism from many of Paris's Western allies.
