Have you ever seen the Somalis shop at Sam's Club in Renton? They don't use shopping carts, they fill the huge flatbeds to overflowing, and they then pay with their EBT card. Even the Black cashiers hate to see them getting in their line. Their kids paw and root through everything, and apparently the women are not allowed to admonish the boys, because the boys get away with murder. They seem to be Sam's Club's best customers based on how much they buy. Unfortunately the taxpayers are paying for those massive shopping sprees.
Even if your sister had no income she still has to file.
In fact, the only possible way to go to jail via IRS is by not filing a return.
Have her contact an accountant asap.

I also have a good CPA. She says otherwise.
But my good friend - who is a lawyer for the IRS - also agrees with my accountant.
Also, my grandmother and mother-in-law have always been homemakers who have “made no money.” They file each year.
Protect yourself and your sister. You aren’t dealing with some corporation. You are dealing with the IRS.
Filing is simple, easy, and it protects you in court.
By the way - I’m not trying to be rude or sarcastic and I hope I am not coming across as such. Take my advice with as much weight as you choose.
I wish you the best and I hope your sister gets back up to speed as soon as she’s ready. It’s outstanding that you’ve done so much for her.

If she had any earned income whatsoever, I could see maybe but...
