The Obama Administration itself is the one who defunded the CDC in it's 2014 budget.
The CDC s job is disease monitoring and prevention, not as a direct healthcare provider so as part of the ObamaCare program , the Obama Administration wished to steal some of the CDC disease prevention money and re allocate it to direct patient primary medical care (i.e. doctor visits and hospital costs) as part of their health care prioritization .
Obama himself gutted the CDC budget used to protect America from the outbreaks of Epidemics because he needed the money to float the bottomless money pit that is ObamaCare.

That’s because President Obama puts a priority on free phones for Democrat voters over CDC preparedness. CDC is more focused on lobbying against gun ownership.
The money is there, fix the damn priorities.
