There are legal means at their disposal to tackle the problem, but that would mean following a due process. Like it or not, the public utilities are not an enforcement agency. If you pay your bills, you get the services.
If the “California effect” still works, this bad precedent will indeed spread eastward like a dust storm.
The article does not say that NO small business is allowed. Very specifically, only marijuana dispensaries are targeted.

I honestly don’t know why any dispensery (head shop) would bother opening in Anaheim. They will use the DEA and seize the property - you’d think that building owners would understand by now that they could lose their entire building just by having a dispensery there.
So a whole class of small business startups need to be shut down? It is time for the anti pot types to realize that
A - In spite of no knock raids, grenades in cribs etc. There is more and better pot available than there was at the start of tricky Dick's War on Drugs.
B - Legal or not, like it or not, pot is a phone call away, delivered like pizza
C - People earning a living by filling a demand for something is what this once great nation used to be about.
D - Politicians need to figure out that the war on some drugs is a losing issue, not a winning one. A majority of the People in Colorado and Oregon voted to make it legal.
