OCTOBER 24, 2014 House Oversight Committee Ebola Response Hearing The House Oversight and Government Reform Committee holds a hearing on the federal multi-agency response to the Ebola outbreak in Africa, as well as its spread into the U.S.
Airing LIVE Friday, Oct 24 9:30am EDT on C-SPAN 2
Looks like the red shirts (chubby nurse union activists) are breaking for lunch.
I don’t have a lot of confidence in this USMC MajGen.
Cartwright picks up on military returning with Michael Lumpkin (military).
Calls him out on response and asks why can’t something different be done? to prevent the disease from coming to US.
Michael Lumpkin once again explains the procedure (in the process explains it in a different way).
Cartwright again asks why can’t it be done differently to be sure.
Cartwright - please consult with medical professionals on altering procedures.
Is 3200 troops enough to defeat this virus (enemy)?
Answer: Yes
Are there enough trainees?
Michael Lumpkin - refer to USAID.
Torbay: there are enough - difficult to encourage people to work in Africa.
Chaffetz: any troops with symptoms??
Michael Lumpkin: No
Farenthold asks about travel ban (generally)
Asks about czar being political, not a doctor
CDC threw nurses under the bus.
Ebola patients may present in local hospitals.
Nurse: 85% may provide protection
Farenthold: Enter from Texas health into record
To Michael Lumpkin : why did you join the military
Michael Lumpkin: to serve country
Farenthold: typically mission would involve combat
Is this what the military was designed for?
Michael Lumpkin: This is a national security thread
Farenthold: is the military the only organization that can do this?
Michael Lumpkin: we were asked
Farenthold: will these facilities be considered nearby?
Michael Lumpkin: treatment units coordinated with USAID
Farenthold: an expansion of hospitals?
All unique facilities
Farenthold: what percentage of troops will wear PPE’s
Michael Lumpkin: personnel will be issued equipment in country, but will not be required to wear it
Farenthold: question about the 10 days - will they be able to ride the subway?
Michael Lumpkin: will be allowed to go home and confined to base.
It is just a matter of time before ebola hits the military.

Lurie answers Danny Davis with a wonderful flowery response.
Davis is in favor of czar appointment.
First Massie asks Lurie about treatment of Ebola and confirms this treatment is available for troops.
Massie to Torbay: want to see it cured, Is it possible to get ebola exhibiting symptoms on a bus?
Torbay: Unless there is contact with fluids
Torbay: it has to be through broken skin
Massie: re: public transportation is it possible?
Torbay: no scientific evidence
Massie: can it live on surfaces?
Torbay: can’t answer that
Lurie: it can survive on surfaces
Massie: Is it possible?
Lurie: it can include perspiration
Massie: if a soldier came to you is it possible?
James M. Lariviere: sweat, body fluids, that’s why we have 3 feet separation.
My answer would be - it could possibly happen but would defer - need to follow procedures.
James M. Lariviere: for the record they are not getting on buses with African citizens. Follow protocols.
Massie: our confidence shaken in CDC and was skeptical about troops going overseas, but that is where our confidence is.
For the safety of public and troops, we trust you more than the CDC.
James M. Lariviere: Once they return, they will follow military protocols.
I understand public wanting people to be quarantined, but they will be able to return to their homes and temp monitored.
Lurie needs to cover up “the girls.”
Bentivolio asks nurse about the administrative staff at hospitals having protective gear to meet patients.
This is the first contact area with hospitals.
Nurse -everybody needs to be trained and have equipment.
Amash under what circumstances would a travel ban be implemented, recommended?
Lurie: screening improved, so don’t worry
Amash: a travel ban?
Lurie: counterproductive - we have good mechanism to track persons coming from those countries - people would come and we would not know if they are here and sick
Point of exit screening, etc is so we can see them through the end of the incubation period.
Amash: Torbay?
Torbay: don’t support a travel ban - most would travel through Europe - we can’t because we need health professionals and supplies to go in and out of country.
Amash: commercial airlines
Torbay: very expensive to use charter
Amash: Could they exhibit symptoms on the flight?
Lurie: that is why the planes are being routed through the 5 airports
And that’s why repeated screenings.
Mica takes the mic
What you have in place has failed. He self reported.
People need to be quarantined coming from those countries.
Grandparents were quarantined at Ellis Island.
They pose a risk - people need to be identified.
People can transit through various European airports.
Learn by NYC doctor example - he should have been subject to quarantine.
Here is a picture of first responders putting hazardous waste into public trash can.
We need a quarantine in place - the doctor was educated individual.
Torbay says that quarantine will work against their ability to recruit people to work in Africa.
New York City cops leave Ebola doctor’s apartment and dump their gloves and masks in a TRASH CAN
See also post #27 for pic.
“Torbay says that quarantine will work against their ability to recruit people to work in Africa.”
That’s just nuts!
Ron Desantis
Lurie: Public does better if there is one or two spokespeople.
Desantis: did you attend meetings with White House?
Lurie: No
Desantis: Has white house asked you to stand down?
Lurie: No
Desantis: Thomas Duncan - was able to bring disease here. Were you prepared?
Lurie: Duncan’s required all the parts to work together.
There were missteps, we are being aggressive now.
Desantis: Your office point person, now what is the chain of command?
Lurie: Czar is coordinating all aspects.
Desantis: Isn’t that in your job description?
Lurie: bulk of this response is a global health response, not a conus response.
Desantis: Gowdy pointed out whether this is the right person as czar.
Yield to Issa:
We invited WHO (don’t do congressional hearings) and czar.
Collins: some of this has been reassuring, but some of info has me more concerned. Level of trust is gone.
Focus on the protocols for nurses and first responders and commend GA, Nebraska for their work.
Emery - GA (editorial)
To Lurie: Aren’t we global too?
When we have places doing the right thing
Lurie: what I was trying to convey - I have responsibility for preparedness - had an opportunity to go to counties in GA and spoke to leadership at Emery yesterday, now helping the country developing a regional plan.
Collins: They come in different ways and go to ER with flu like symptoms and it is important to be prepared.
What is going right at Emery - from CDC a disaster in fact giving.
After we discussed everything - NYC - here is your response: After it happened - out of an abundance of caution -
Americans wanted to see abundance of caution before this happened.
Mica refers to article about worst ebola outbreak in history, and follows up with other facts, info.
Do you know if we did anything? this is a global outbreak.
Lurie: I am in charge of being prepared .
Mica: You need to turn in your resignation.
Mica: who has the authority to be prepared?
Is it your job or the czar’s?
This is a scathing report - millions of dollars and we are not prepared.
What are we doing with the plane?
Lurie: the plane?
Mica: yes the plane could be toxic
Lurie: Protocols
Mica: I want to see the protocols
Are we doingn anything?
Lurie: You are upset
Mica: I am not happy - you are responsible for preparedness.
Does the new guy have responsibility?
We have spent millions of dollars
It is a scathing report - we are not prepared!!!
Enter into record these documents.
(Mica leaves to catch a flight and Issa states one of your many flights in recent days)
Issa - not going to ask for second round of questions.
Following people for 21 days - no restrictions/ law - do you have the authority?
I came into airport with someone with a cold - are we able to report, follow people after the fact.
Lurie: anyone with fever - ought to be asked if they have been outside the states recently.
Cummings: Closing statement - I understand the emotion of American people. Cummings carries on... and on... and on..
