Yes and no. If they lived in a state with no income tax, then they can claim that state as their residence even if they move.
California tried to assess taxes on military retirees that spent a tour in California,. . .spend a 4-yr tour in California (while claiming state residence elsewhere) and Californian was going after 1/4th of your retired pay. Was shot down but they will try again. . .
