I don’t understand why this is. All funding should be through government resources. All collections, revenues should be controlled by the government, and all expenditures should be under the control of the Congress. This doesn’t make sense to have a department of this magnitude with oversight that doesn’t include Congress.
This is a law, or a procedural quirk that needs to be addressed by the legislative branch ie; Congress.

Politico is reporting that GOP Leaders will pitch a two-part plan:
1.a spending bill that will fund most of the government through Sept. 2015 with short-term funding for DHS
2.a bill introduced by Florida Rep. Ted Yoho that would prevent the executive branch from exempting “categories of persons unlawfully present in the United States from removal under the immigration laws.”
The short-term DHS bill will not defund Pres. Obama’s executive amnesty.
The Yoho bill is nothing more than a ‘shiny object’ meant to fool the Republican conference into doing nothing. There is no chance that Senate Majority Leader Harry Reid would bring the bill to the Senate floor for a vote, and even if he did, it wouldn’t pass or be signed into law by Pres. Obama. The only way House Republicans can stop Obama’s amnesty is to defund the action.

I think Senator McConnell should change the Senate’s “Rules” so Harry Reid can’t use the “60-vote filibuster” to block reasonable new laws. Instead, Congress needs to pass short, easily understood laws that roll back government overreach and set our economy free.
Then, dare Obama to veto them.
Let Obama explain why cone-heads in DC should be allowed to “regulate” our mud-puddles.
Let Obama explain why losing the 200,000 jobs arising from building the Keystone Pipeline is a “good” thing.
