The Federal Government needs to either open Yucca Mountain for receiving nuclear fuel, or refund the $14,000,000,000 back to the nuclear utilities that paid for it.

I believe that the Federal Government was contractually obligated to start accepting spent fuel at the repository in 1999.
Just saying I think that the Federal Government is in violation of the contract.
Just a wee bit.
