A fugitive suspected of killing his 1-year-old child was reported at least three times to Hennepin County child protection for abusing the boy and his sibling, public records show.
Brooklyn Park police were called Tuesday night to the 2100 block of 74th Court N. on a report of the child not breathing, authorities said Wednesday. First responders and paramedics administered CPR at the residence, then rushed the boy to North Memorial Medical Center in Robbinsdale, where he died.
Witnesses told police the child’s death was due to an assault. The boy’s father, Reggie Delanie Harper, 23, fled the residence before first responders arrived, police said.
Harper, who had not been charged as of Wednesday, was last seen wearing a white T-shirt with blue or purple writing and red/black checkered pants. Police are asking anyone who sees him or knows where he is to call 911.

Damn him and damn the so called Mother. If I read the article correctly, the babies were returned to her and she must have moved back in with this creep. I have no sympathy AT ALL for her. None. A true Mother... would DIE first than have one of her babies hurt. I pray the Social Services take the remaining kids and allow them to be adopted by loving people.

And yet a Mennonite family in our area (friends of a friend of mine) had the county on them like a hound dog, lost all their kids permanently. There was even a cop in the hospital waiting for the last one to be born-he was taken immediately. The young and childless social worker took every word that the kids spoke literally. “How many spankings do you get each day?” “(giggles) oh...a hundred (more giggles)”. CPS got involved because a daughter on a time out wrote a letter of woe to grandma about how mean mom and dad were...grandma who thought they were crazy to be Christians sent it to the county and the rest is history.
I’m not defending the family, they were probably too harsh and angry with discipline. But having family member who works in social services (not in CPS)it does seem that those who are trying their best but have little skills get the book thrown at them and those who are indifferent or cruel get away with it.
Social Services likes to even up the child removals among the races. So that black parents would have to set their kids on fire before they are removed, while forcing your children to go to Sunday School is enough to remove them if you are white.
