The way things are going, the Mexicans would probably do a better job of governing the “state” after they have the cartels take care of all of the dhimmiecrats.

California has huge state debts, primarily for pensions of govt employees.
They are betting heavily on a federal bailout.
They don't need it. The licenses are only so they can vote and get more beni's.
I’m thinking of getting an “illegal alien” drivers’ license under the name of Juan Rodriguez.
Then if I get pulled over Juan Rodriguez can get the ticket.
They don’t generally enforce traffic laws against illegal aliens, so if I just get an illegal alien license, then I can avoid paying tickets.
I hear commercials on the radio and one time when I was in Burger King I saw a commercial (I do not have TV at home) advertising auto insurance for unlicensed drivers. How this works, if it works, I have no idea. I know that if your unlicensed child takes your car or you lend it to an unlicensed person you are not covered. Perhaps it is a big scam.
What blows my mind is how many facilities and how many people they have made available. When they closed a facility in Napa, they didn’t increase staff or hours at nearby facilities, it was just tough luck. But when it comes to illegals it seems these people cannot suck up enough to them.
OTher questions are do they still pay the fees and how does the motor voter law work on these folks?
I would support it if they’d build a fence around it.
and what about the ones who cant read? can mexicans decipher all of those “Yield,Do Not Enter, and Stop At Railroad Crossing” signs?
