At around the 30 sec mark, around the light pole next to the newspaper stands you can see the female officer lay the spray.

Blocking off the street - but then their bikes are also up on the sidewalk blocking half of it off. So not much room for the people walking. There was no place for the peds to “get back” too.

Poor tactics by the cops, plus one idiot and scared woman.

Thanks for posting the link. I watched it a couple times and still couldn’t see what she was reacting to. It just looks like she wanted to use her spray to see if it would work. Weird.
