The solution is pretty obvious to me.

Every student shall be required to make a Common Core Testing fee payment.

The students benefit, they should pay

Nothing in political argument on policy issues can work forever in the face of reality. The liberal’s support of every possible ‘progressive’ program, supported by increasing taxes’ eventually will reach a point where the inherent contradiction of a ‘free lunch’ for everyone will result in an implosion. Buying votes with giveaways to certain segments of society can only go so far.

We may be seeing the first cracks in the system with impending bankruptcies of California cities and the rising costs of the bloated state government and businesses fleeing the state in increasing numbers such as Toyota moving to Plano, Texas.. When it blows up, it will rock the rest of the country and destroy the liberal’s welfare-statism argument.
