For United States Navy rear admirals, a bad week

It may not have been a shot heard around the world, but it certainly was a shot that reverberated throughout the United States Navy.

No, it was not the scandal involving the censure of three U.S. Navy rear admirals for being on the take, which is bad enough. It was Navy war hero Sen. John McCain calling a fourth rear admiral "an idiot."

There are non-line admirals in the service. EDO, Supply, JAG, Medical, etc etc None of these ever command ships.

The most interesting thing I learned from this article was that Kirby reported to a civilian P.R. person.

Sometimes it’s worth getting through the first couple of sentences to find a little nugget.
Hard to believe an Admiral answering to a p.r. person.
No chance for a easy conclusion to our existing condition.
I am embarrassed when I see an old vet and wonder how many of his friends died around him and how he must wonder “for this?” given our current state of affairs.
I know politicians, government and political corruption has always existed but the rate at which it has accelerated these last 6 years is hard to fathom.
Does the populace have no will to force our leaders to lead with integrity? Do we have no will to fight back?
God help us if we just accept this stuff with no objections and are whisked off into the abyss.

I’ve never served a day in uniform so this question is coming from complete ignorance. How does one rise to the rank of Rear Admiral without ever being in command of a ship? Its like earning a Black Belt without ever stepping on to the mat, IMHO.

Kirby is a public relations specialist. He is a mouth piece for the Department of Defense. You can think of his as the Pentagon version of Bagdad Bob. He is the script reader. There are lot of admirals in the navy that have never commanded ships. All staff corps such as supply, civil engineering medical are headed by admirals that are not qualified to command at sea. While Kirby is a unrestricted line officer, his career as a PR man took him away from the waterfront and into the 5 sided puzzle palace.

McCain did have a shot at being selected to Rear Admiral in 1980. the VCNO told him that he would be selected. McCain asked the VCNO to withdraw his name from the selection board. Had his name been before that board, he would have made Rear Admiral.

I would imagine if you were rising in the quartermaster’s corps (or the navy equivalent) your career would be focused on logistics, not seamanship. Of course, I would not expect them to be the CNO.
