Ex-drug officer says he stole cash, planted drugs many times (PA)

PHILADELPHIA — A disgraced ex-police officer testifying against his drug squad colleagues acknowledged Tuesday that he stole drug money, planted evidence and lied on police paperwork too many times to count.

Jeffrey Walker told jurors that the Philadelphia Police Department drug squad targeted white "college-boy ... khaki-pants types" who were "easy to intimidate."

That matches the description of some of the drug dealers who have testified at the six-week police corruption trial that the squad stole as much as $110,000 at a time during violent, no-warrant raids.

Lead defendant Thomas Liciardello always got a cut of the stolen money, while the others split "jobs" that they worked, Walker said. The city's police brass often celebrated the squad's work with splashy news conferences to announce large seizures.

"They liked that, as far as the bosses and supervisors were concerned. It made them look good. It was nothing but a dog and pony show," Walker testified.

More than 160 drug convictions have been overturned since Walker pleaded guilty and the others were named in a 26-count indictment. Scores of civil-rights lawsuits are pending over the arrests. Police Commissioner Charles Ramsey has voiced his disgust with the squad's alleged crimes while continuing his effort to clean out and reform the 7,000-member department...

This happens more than many good folks think. When the state steals from you , it’s often impossible or at least impractical to get your stuff back. Especially when a cop does it. He will just deny it. Or threaten you with worse.

Detroit had the super 8 and the fantastic 4.....15 yrs ago...super 8 was 8 cops in 2 cars...fantasic 4 was 4 cops in one car...they hit dealers ....cleaned them out....on street corners ect....went on for yrs.....never saw them in action....

We can BE mexico...really.....wouldnt take that much....we are not as far from dysfunction as most think.

I have been driving more years than I care to mention here in this post and I have driven through cities, towns and countryside, predominately in California, Nevada, New York, New Jersey, Delaware, Maryland, Virginia and DC (though also many other places, these being just the predominant ones).

And in all those years, and in all those places, whenever I passed a scene of cops hand-cuffing someone out on the street at the scene of a stopped car and a couple of cop-cars present, the overwhelming majority of those incidents the perp being handcuffed was black.

I know that’s not a scientific survey but I’m just saying that what I have seen differs from what you have seen.

As for scientific surveys, which ethnic group has a higher percentage of its members in prison today, white or black?

I am NOT saying that cops target black people (the fact is, blacks commit more crimes).

What I AM saying is that you are wrong when YOU say “cops go after easy targets”.

I wouldn’t want to do their job either. Their job is collecting taxes. They’re tax collectors with guns.

False comparison.

You’re comparing felony arrests to all infractions. There are far more civil violations which produce income for the State then there are felony arrests which produce much less.

The poster’s point is still valid, that police target people and use the law to their advantage for the sole benefit themselves and/or the State. This reasoning does not apply in the case of the felony arrests you cite.

Chicago cops used to steal our booze and fireworks. They’d let us off with a warning. Corruption follows unaccountability.

Watch the video of the guy getting shot by the 73 year old Cop in Oklahoma and notice the tattoos on one of the cop’s arm. They act like the thugs they arrest because they ARE like the thugs they arrest. Lots of times they both have guns. But only one has a badge and the freedom to do anything he wants.

I've often said a lot of criminals are just guys who flunked out of police academy.

It must be very tempting for the cops who come into contact with piles of money during drug busts. I know that I would be tempted to take a little bit for myself. I’m not talking about planting evidence but taking some of the evidence for yourself. This must happen a lot.

Look, the reason more blacks get arrested for felonies because more blacks commit felonies.

More middle class drivers get pulled over because there are vastly more middle class drivers out there (where you and I drive) and a whole heck of them are speeding and tailgating and doing all kinds of stupid ignorant stuff all the time.
