I don’t see Americans doing the Terror thing. I’d imagine Americans would be more likely, once they’d reached their limit in some such case, to form a Posse, declare their intentions and begin rounding up the Prosecutors, Judges, cops and their commanders, for a Court Martial.
That of course would force a response from the other side and there would be a clash.
