A 2010 Pentagon directive on military support to civilian authorities details what critics say is a troubling policy that envisions the Obama administration’s potential use of military force against Americans.

The directive contains noncontroversial provisions on support to civilian fire and emergency services, special events and the domestic use of the Army Corps of Engineers.

I work on a military post (Ft. Polk, La,) and talk with GIs all the time. I believe you’re way off the mark here. I got a lot of soldier buddies and have talked to them about just this topic. Guys I’ve known for a long time. Your comparison of them to the schutzstaffel is way out of line. And they don’t need the armory unlocked. These guys got legally owned firepower in their homes you would not believe.

Since 0bummer was never in the military I doubt he ever learned the 1st rule of commands, "Never, ever, give an order you know will be disobeyed." This was drilled into me, among other things, by my father before I ever reported to Navy OCS, Newport. It was damn good advice.

Command is a relationship between the commander and the subordinate. It applies at all levels. It is NOT automatic and must be cultivated. It is built on the trust a subordinate has in their commander. Once a subordinate loses trust in the commander it is not regained but grows and destroys the cohesive fabric of the organization.

I’m curious about all the times in the past when we used the military, the 101st Airborne has seen a lot of use inside America, as have the Marines and the 82nd.

Actually Defense Directive No. 3025.18, “Defense Support of Civil Authorities,” has been around for a long while. The document quoted is the current issuance dated Dec. 29, 2010,> The language that has caused an uproar states that U.S. commanders “are provided emergency authority under this directive.”

“Federal military forces shall not be used to quell civil disturbances unless specifically authorized by the president in accordance with applicable law or permitted under emergency authority,” the directive states.

“In these circumstances, those federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the president is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances” .

The conditions include military support needed “to prevent significant loss of life or wanton destruction of property and are necessary to restore governmental function and public order.” A second use is when federal, state and local authorities “are unable or decline to provide adequate protection for federal property or federal governmental functions.”

Is nothing new. I believe it is pretty much word for word what was in this document a decade ago. It is simply general guidance that provides under certain exigent circumstances military forces upon the best judgment of commanders can be used in a fashion that could technically violate Posse Comitatus doctrine. These are massive outbreaks of violence and disorder in the wake of natural or man made disasters, etc. In the Huntsville tornado back in the 1990’s the garrison of Redstone Arsenal provided both security and relief functions immediately to the community without the commander of MICOM first formally requesting a Posse Comitatus waiver from the CSA.

This document is far less threatening than the current Exercise Jade Helm which uses a scenario specifically scripted for the armed forces to put down an insurrection in the SW US and Texas.

Here is the 101st Airborne in Arkansas, and it isn't a training drill, it was real life.

Here is something going on that I got to see happening in 1971.

"While protesters listened to music, planned their actions or slept, 10,000 federal troops were quickly moved to various locations in the Washington, D.C. area. At one point, so many soldiers and marines were being moved into the area from bases along the East Coast that troop transports were landing at the rate of one every three minutes at Andrews Air Force Base in suburban Maryland, about 15 miles from the White House. Among these troops were 4,000 paratroopers from the U.S. 82nd Airborne Division,troops from Marine Barracks lined both sides of the 14th St bridge. These troops were to back up the 5,100 D.C. Metropolitan Police, 2,000 D.C. National Guard that were already in place. Every monument, park and traffic circle in the nation's capital had troops protecting its perimeters. Paratroopers and marines deployed via helicopter to the grounds of the Washington Monument."

This stuff goes back a long way, I don't know why it almost never comes up.
