Speaking via telephone to the summit he was scheduled to attend before his bike accident scrubbed those plans, Kerry forcefully pushed back against any notion that ISIS is a state, despite the group's broad territorial gains.
Kerry spoke about the need to "maintain momentum in the battle of ideas," according to excerpts from the call provided by the State Department.
"One way is to expose at every opportunity the false nature of Daesh's claim to be the Islamic State. In reality, Daesh is no more a state than I am a helicopter," Kerry said, using another name for ISIS widely used by European and Arab allies that is despised by the terrorist group.

No one said they were a state. It is part of their title, but that doesn’t mean a literal state. Duh. They see themselves as a state. Maybe a better comparison would have been to say “If ISIS is a state then Bruce Jenner really is a woman.” People pretend. But truth is truth.
And in another statement, Kerry said “If the earth is flat I am a genius.”
I heard he looked like a crashing helicopter when he crashed on his little bicycle and breaking his leg.
ISIS at the very least is a very dangerous STATE of mind.

Who knows? Perhaps the reason that a transport as massive as a C-17 was needed to bring Kerry home is that he became a helicopter while in Europe.
The broken leg isn’t his most severe injury, it would appear.
