A public execution of ANYONE caught coming into this country more than twice should be enough. Certainly such punishment would end repeat offenders and deter others who might consider sneaking in. I'd prefer to see them sentenced to 10 years hard labor on a prison chain gang, myself. For the FIRST offense.
Second offense (of which there'd be very few) another ten years, minimum sentence, with no possibility of parole.
The illegal invasion would slow to less than a trickle, overnight.

Why is there an epidemic of heroin overdoses in America? Answer: Because of Mexican opium cultivation. When Mexican pot growers found that American growers of legal pot were taking their market away, they have shifted over to opium for heroin.Your chart shows the "epidemic" beginning in 2010, years before any state legalized pot.

The increase of overdoses began when American addicts shifted away from pharmaceuticals and went into heroin. The heroin demand created new cultivation of poppies. There was still money to be made with pot. Now, the money is going out of pot cultivation because of the legalization. Mexican farmers are getting out of pot and into poppy cultivation exclusively. This is causing a flood of heroin into American cities, and with it, a greater epidemic of heroin overdoses.
