Your hypothesis makes sense. Back when Obama's mom got pregnant, it was a pretty common practice to have a "fill-in" for dad on the Birth Certificate. Using a foreigner and a marriage for that purpose would give that foreigner residency and a path to citizenship, so it was a win-win.
I'm not saying that's what happened. What I'm saying is that it would be a very logical hypothesis to consider, given the times and the situation.
