McCarthy: Yeah, we’re not taking up that Senate highway bill/Ex-Im reauthorization

The best laid plans of mice, men, and the Senate GOP often go awry. The upper chamber’s majority leadership enraged conservatives by trying to push through a six-year highway bill that will reauthorize the Export-Import Bank while ignoring demands to vote on defunding Planned Parenthood. After muscling the bill through, the House Majority Leader announced today that they might as well have not bothered at all:

The House will not vote on a multi-year Senate highway bill that revives the now-expired Export-Import Bank, House Majority Leader Kevin McCarthy (R-Calif.) said Monday.

“We’re not taking up the Senate bill,” McCarthy declared to a roomful of reporters in his office.

Instead, McCarthy urged the Senate to take up a short-term House-passed bill which extends federal highway funding for five months, without renewing the Ex-Im Bank charter. He called the House bill the “best option” for Congress before money for highways, bridges and mass transit runs out on Friday.

At this point, the only option to extend funding for the highway trust fund is for the Senate to pick up the House’s five-month extension. McCarthy insists that the House will take its normal summer recess, with or without Senate action on the House bill. This could still change, but if it doesn’t, it’s not exactly a confidence builder for rank and file Republicans in Senate leadership.

May be a head fake. Send the house bill to the Senate, then a House/Senate reconciliation meeting puts it back in.

They will try to stuff it back in during “conference” and the House will pass it and say “we tried”...

or that is how it usually works

They don’t have the votes in the house. Republicans who care about their districts aren’t going home to this.

McConnell and the Senate screwed the pooch on this. They went after Cruz instead of caring about their constituents.

Nor is this sentence a confidence builder in your writing ability.

By definition, the rank and file of an organization are all members EXCLUDING the leadership. Duh. Doesn't anyone have editors anymore?

I read this to mean that this doesn't build confidence in the Senate leadership for rank and file Republicans.

I’m with you. The GOP finally scuttled a government program of little value, more probably of negative value, and then McConnell tries to revive it. But the House is closer to the people and its members no doubt are getting a collective earful over this.

Hopefully, the House leadership mean what they say and let the damned Ex-Im Bank die a deserved death, at last.

House plan seems to be pass the 5 month extension and then ram through the Highway bill on Christmas Eve. Midnight Boehner strikes again.

That’s the issue in a nutshell. But the jury is still out. I remain optimistic because the GOP has got to drop the crony capitalist schtick, especially if Hillary is their nominee. She’s the poster child for crony capitalism.

I think the House members and even many Senators get this, but it’s only slowly sinking in at the leadership level. I suspect the leadership is surprised that the rank and file are even aware of the Ex-Im Bank issue.
