WASHINGTON (AP) — Management flaws at the IRS contributed to a "dysfunctional culture" that allowed agents to mistreat conservative political groups when they applied for tax-exempt status, according to the results of a bipartisan congressional investigation released Wednesday.
The report by the Senate Finance Committee lays much of the blame for the scandal on former IRS official Lois Lerner, who used to head the division that processes applications for tax-exempt status. The report says Lerner waited nearly two years before informing her supervisors about long delays in the processing of applications.

Mistakes were made, there were management flaws.
The proper translation is no one will be held accountable.
Both the “partisans” in that “bipartisan” arrangement plan to use the skills of management later, so let’s not be too harsh on them.

The management was excellent.
The goals were well established by senior management. These goals were clearly passed down to the operational management team headed by Ms. Lerner who successfully suppressed the processing of Tea Party related group applications for up to five years.
In the future I expect to see the methods employed by the Obama Administration taught in the Harvard Business School.
The problem with the IRS is more basic. The Kenyan anti-Christ and the Party of Satan did what Nixon only dreamed of; they politicized the IRS
I’m so darn tired of the incessant flow of bullshit excuses these idiots are paid by our tax dollars to create.
